1.It is the team captain’s responsibility to make sure everyone on the team fully aware and understand the following set of rules before participation in the tournament.

2.The tournament organizers reserve the rights to have final say on all disputes regarding matters between players, between players and referees and other issues concerning the tournament.

3.There will be no tolerance of any violence, taunting, threatening, profanity, obscene words or gestures towards officials, other players, spectators (fans) and organizers. Players found doing so may be suspended for games or expelled from the tournament by organizers.

4.The tournament will be using NCAA Men’s Basketball Rules with BC high school modifications due to the system the professional referees at the tournament are similar with. There will be some modifications of the rules by tournament organizers in ways they see best for the tournament to run smoothly. Some of the important modifications are listed below. Please consult the NCAA Rulebook for Men’s basketball and do not hesitate to bring forward any questions or problems to the organizers.

5.This is an oriental basketball tournament. Player’s ID must be presented upon requests from opposing team’s captain or tournament organizers and staffs. Tournament organizers reserve the rights to determine the player's eligibility.

6.Each Captain is responsible to submit the Players List with all players listed upon registration or payment. Uniforms will only be provided for players on the list. Any changes to the list must immediately notify the organizers. No changes will be allowed after the tournament has begun.

7.Any Team may register up a 12 player roster and 3 players on Injured Reserve for a total of 15 players maximum. Only 12 players from the team are allowed to play in each game.

8.All players must wear the uniforms with numbers. There will be no switching uniforms before or during the game without notifying the organizers and the other team.

9.By registering and signing on the Players’ List, all players have agreed to have read and fully understand all rules, and released Mike Chen and other organizers, any persons affiliated with the tournament, Riverport Leisure Center and any sponsors from any injuries and damages incurred or resulted from the participation at any time during the course of the tournament.

10.All Players must be responsible in signing a waiver form and submitting to organizers before the tournament. Any players found not doing so will not be allowed to play.

11.The tournament will be double-elimination with a minimum of 2 games guaranteed. Each game will consist of two halves of 20 minutes each. The last 2 minutes of the second half will be stoppage time unless the game is out of reach (the score is different by more than 20). Running Time is defined as game clock running with stops for timeouts only and not for any whistles (out of bounds and fouls). Game Clock will also be stopped for Referees’ timeouts for injuries or to confer with the scorers’ table. Stoppage Time is defined as game clock running with stops for any whistles (timeouts, fouls, out of bounds) or after a basket scored. Consult NCAA Rulebook for clearer illustrations on stoppage time.

12.Overtimes shall be 3 minutes in length and the last minute being stoppage time.

13.Each team is entitled to 2 timeouts per half and one timeout in overtime in each game.

14.Please be aware of all game times and show up promptly for all games. There will be a notice board at the registration table with all game times. At least 5 players must be presented at game time or the team will forfeit the game. A 5 minutes grace period after the indicated game time will be given for a team to show up to avoid a forfeit.

15.Playoff games shall consist of 2 halves of 20 minutes each. Game clock will be stopped when there is a whistle. During the last 2 minutes of the second half, the game clock will stopped for all whistles and after baskets scored unless game is out of reach (>20 pts).

16.Up to 4 players of the defensive team can be line up at the key during a free throw.

17.All substitutions make be made during a dead ball, all substitute players must first report to the scorer’s table and enter onto the court only upon signaling by the officials and referees. A player substituting a free throw shooter must make known to scorer’s table.

18.No free throws will be awarded to either team when double fouls are committed, even if one or both fouls are flagrant, intentional or technical, unless a team is in bonus situation.

19.Each player is allowed 5 personal fouls (including direct technical and intentional fouls) before disqualification. Each team is allowed 7 team fouls before a bonus situation for the other team on a one-and-one situation, and 2 free throws after 10 team fouls.

20.Any player, bench personnel, or person affiliated with a team should not physically confront (pushing, shoving, etc) an official, any players, or any spectators before, during, or after the game will be expelled from the tournament and will be asked to leave the premise if he/she continues to be uncontrollable. Any physical action taken against an official is now against the law and punishable under both civil and criminal laws (B.C. law). Teammates should physically keep players away from officials, other players and spectators.

21.Any player as a third-man-in will receive automatic expulsion from the tournament. Third-man-in is defined as anyone who joins in a fight between 2 players.

22.Players disqualified by a referee shall be automatically suspended for one succeeding games (if applicable). A player who is disqualified twice will be automatically expelled from the tournament. Disqualification is defined as when a player receives either 2 technical fouls or 1 flagrant foul or other ejections made by the officials.

23.Definition of Unsportsmanlike Conduct, a behavior or an act that is unbecoming to a fair, ethical, honorable individual. Unsportsmanlike acts include (but not limited to) the following: (a) disrespectfully addressing or contacting an official or opponent, or gesturing in such manner as to indicate resentment, (b) Using profanity or vulgarity such as taunting, baiting, making obscene gestures directly or indirectly towards another player or bench personnel, (c) inciting undesirable crowd reactions, (d) entering onto the court without the permission by the official. The penalty for unsportsmanlike conduct is a technical foul, two free throws awarded to any member of the offended team and ball back in play at the point of interruption. It is at the officials’ discretion to end the game if its nature becomes excessively negative, angry, or violent.

24.Definition of Flagrant Foul, a personal foul that involves severe or excessive contact with an opponent or unsporting conduct that is extreme in nature during a live ball (flagrant personal) or a dead ball (flagrant technical). Penalty for flagrant foul is ejection of offender, 2 free throws to offended player (personal) or 2 free throws to any member of the offended team (technical) and ball throw-in to offended team at designated spot or at division line.

25.Definition of Intention foul, a personal foul that to the basis of an official’s observation, is not a legitimate attempt to directly play the ball or a player during a live ball (intentional personal) or a dead ball (intentional technical). Penalty for intentional foul 2 free throws to offended player (personal) or 2 free throws to any member of the offended team (technical) and ball throw-in to offended team at designated spot or at division line.

26.The tournament will not tolerate any unsportsmanlike conducts from all participants in the tournament. The tournament reserves the right to suspend/expel any players or coaches or spectators from the tournament as well as from the premises.

27.Spectating is a privilege and all spectators must abide by the same standards as players.

28.Officials and referees are entitled to full authority in conducting the game and have the final decision on any matters regarding the rules during the course of the game. No players should try to dispute a call made by referees during the course of the game. Captain should be the only one that may talk to referee about interpretation of calls, but only during a dead ball or when game clock is not running. Due to a lack of tournament ruling committee, referees are to be given total control during the course of the game and all calls made by officials and referees are undisputable.

29.All complains regarding officiating or other matters (such as excessive spectators’ interruption) should be directed to tournament organizers and organizers will take actions to deal with the matters accordingly.

The tournament organizers shall have final saying in all protests made. All calls made by referee are final. No protest or whatsoever.
